buying signal

a government buyer opens a tender

A tender is the clearest buying signal there is: a public body saying in writing what it wants to buy and by when. In India, central government bids are listed on GeM (the Government e-Marketplace) and the Central Public Procurement Portal, and most states run their own portals.

why it's a buying signal

There's no guessing about intent. The budget, the requirement and the deadline are all written down.

Companies that win tenders also become buyers themselves, because they need capacity to deliver.

where to find it in India

how long it stays useful

Until the bid closing date. For tender winners, the months after the award, while they ramp up to deliver.

This is our working rule from running outbound, not a measured benchmark.

who should care

  • anyone eligible to bid in that category
  • subcontractors and partners to likely winners
  • suppliers to companies that win contracts

false alarms to watch for

  • Bids written around one supplier's product, which are hard to win.
  • Eligibility rules on turnover or experience that rule you out. Read them first.

what to say

example

A public sector bank lists a GeM bid for document digitisation services.

Hi Rohan, we're looking at the digitisation bid on GeM closing next month. We've done similar work for Sample Insurer and could partner on the delivery side. Would it be worth a call before the deadline?

Every company and person in this example is made up. For the full method, see our guide to buying signals.
